Our organization is committed to promoting literacy and expanding educational opportunities for uneducated and undereducated children, boys, girls, men, and women of all ages. We believe that education is a fundamental means of personal development, social progress, and national prosperity. Our aim is to identify individuals who have never had access to formal education, those who left school at an early stage, and those who wish to resume their studies, and to provide them with suitable learning opportunities according to their age, ability, and educational background. Through flexible learning programs, basic literacy classes, academic guidance, mentoring, examination preparation, and appropriate use of modern educational technologies, we seek to help learners acquire reading, writing, numeracy, digital, and essential life skills. After developing basic literacy, learners will be encouraged and supported to continue their education and prepare for recognized Secondary, Intermediate, and higher- level examinations and qualifications, according to their interests and capabilities. Special attention will be given to disadvantaged families, out-of-school children, women, working adults, and others who face financial, social, geographical, or personal barriers to education. Wherever possible, we aim to connect learners with schools, colleges, examination boards, distance-learning institutions, vocational programs, and other recognized educational opportunities so that they may continue their studies through appropriate formal or non-formal pathways. By promoting lifelong learning and combining academic education with moral development, practical skills, self-confidence, and responsible citizenship, we aspire not only to increase the literacy rate but also to enable individuals to become educated, skilled, self- reliant, productive, and beneficial members of their families, communities, and society.
The Literacy Promotion and Lifelong Educational Opportunities Commission has been established to provide flexible, accessible, and continuing educational opportunities for learners who are unable to benefit fully from the conventional school system. The program is especially designed for over-age learners, out-of-school children, boys and girls who could not attend school regularly, adults wishing to resume their education, and regular students who lack adequate academic support at home or cannot afford private tuition or coaching. Our objective is to ensure that age, financial limitations, family circumstances, distance, previous educational gaps, or lack of academic guidance do not become permanent barriers to education. For regular school students, the Commission will provide online academic support so that they can continue their formal education successfully without depending unnecessarily on private tuition. Through online teaching, academic guidance, homework assistance, revision, explanation of difficult concepts, practice exercises, and examination preparation, students will be helped to complete their daily classwork and homework at home and improve their performance in school examinations. Particular attention will be given to learners studying from the early grades up to Grade 8, helping them strengthen their foundations in reading, writing, mathematics, languages, science, and other essential subjects. For learners who cannot attend a regular school, have never been enrolled, have dropped out of education, or have become over-age for the conventional school system, a flexible online learning pathway will be provided. Depending upon their existing level of knowledge and ability, they will be taught basic literacy and numeracy and gradually guided through learning equivalent to Nursery, Primary, Middle, and Grade 8 levels. The program will allow such learners to study from home at a suitable pace while receiving regular instruction, assignments, assessment, encouragement, and academic guidance. After learners acquire the required educational foundation and reach the appropriate academic level, the Commission will help them identify suitable recognized formal or distance- learning pathways for further education. Where eligible, students may be guided and assisted in seeking admission through institutions such as Allama Iqbal Open University or the relevant Boards of Intermediate and Secondary Education in Pakistan so that they can prepare for and appear in recognized Secondary School Certificate examinations and subsequently continue toward Intermediate and higher levels of education. Assistance may include guidance regarding admission procedures, subject selection, registration requirements, study planning, examination preparation, and continuity of education. The Commission therefore aims to create a second opportunity for education for those who missed schooling and a support system for those who are already studying but need additional academic assistance. Through online admissions, flexible learning, educational technology, personalized guidance, and continuous academic support, we seek to bring education within the reach of learners of all ages and backgrounds. Our broader mission is not merely to teach people how to read and write, but to enable them to continue their education, obtain recognized qualifications where possible, develop confidence and useful skills, and become educated, responsible, self-reliant, and productive members of society.
Phase One: From Basic Literacy to Secondary Education
The Literacy Promotion and Lifelong Educational Opportunities Commission of ELWO is developing a flexible educational pathway for children, young people and adults who have been unable to continue their education through the regular school system, as well as for students who are already attending school but need additional academic support. In the first phase, our primary goal is to help learners acquire essential literacy, numeracy and foundational academic skills and gradually prepare them to continue their education up to the Secondary School Certificate (Matric) level.
Learners may enter the programme according to their existing educational level. Those who cannot yet read or write confidently will begin with basic literacy and foundational learning. Students at Nursery, Prep, Primary or Middle level will be placed at an appropriate level after an initial assessment and will receive structured instruction from the foundational stage through Grade 8. Regular school students who need additional guidance will also be able to receive academic support without depending entirely on private tuition.
Education will be provided primarily through an online Learning Management System (LMS). Students will receive video lessons, written notes, assignments, exercises and other learning materials through the LMS. Their progress will be assessed through regular tests, assignments and examinations so that each learner can advance according to demonstrated ability rather than age alone. Academic guidance and feedback will be provided throughout the learning process.
After completing the required foundational and middle-level studies and becoming academically ready for secondary education, learners will be guided towards an appropriate Matric pathway. Depending on their eligibility, location and circumstances, they may prepare for examinations through the relevant Board of Intermediate and Secondary Education (BISE) or pursue the Secondary School Certificate (Matric) programme of Allama Iqbal Open University (AIOU). ELWO will provide academic preparation, subject guidance, study planning and assistance in understanding admission and examination procedures; formal admission and certification will remain subject to the rules and requirements of the relevant board or university. AIOU currently offers SSC/Matric through Open Distance Learning, while Pakistan’s recognized secondary examining bodies include provincial and regional Boards of Intermediate and Secondary Education.
This first phase will therefore establish a complete learning pathway from basic literacy and early education to Matric readiness. Once this system has been successfully established and evaluated, ELWO intends to expand the programme gradually to the Intermediate level, followed by BS and other higher educational levels. In this way, the programme is intended to provide learners with a progressive second-chance educational pathway—from learning to read and write to pursuing recognized secondary and, eventually, higher education.

Phase One is our current active programme, while Phases Two and Three represent the planned future expansion of ELWO’s educational services. At present, admissions are open only for Phase One, which focuses on basic literacy, foundational education, and preparation of learners for progression up to the Matric level. Once this phase is fully established and successfully implemented, ELWO plans to extend the programme to Intermediate, BS, and other higher levels of education.
SSC – Secondary School Certificate
The Secondary School Certificate (SSC), commonly known as Matric, represents the secondary stage of education in Pakistan and ordinarily covers Grades 9 and 10. Learners who successfully complete the required studies and examinations receive the Secondary School Certificate and may then proceed to Intermediate or other recognized post-secondary
education.
Under ELWO’s Literacy Promotion and Lifelong Educational Opportunities Programme, learners who begin at basic literacy, Nursery, Prep, Primary or Middle level will gradually be prepared for secondary education. After completing the required foundational studies and demonstrating readiness for Grade 9, they may proceed through one of the available recognized Matric pathways.
Pathway 1: Boards of Intermediate and Secondary Education
Students may pursue SSC/Matric through the relevant Board of Intermediate and Secondary Education (BISE) or other recognized examining authority applicable to their province or region. Pakistan’s recognized qualification-awarding system includes Boards of Intermediate and Secondary Education throughout the country.
Under the board system, SSC generally consists of Grades 9 and 10, with examinations and certification administered according to the rules, curriculum, subject combinations, registration procedures and examination policies of the relevant board.
The precise scheme of studies may differ between provinces and boards. For example, the Federal Board’s SSC scheme includes compulsory subjects such as English, Urdu, Islamic
Education/Ethics and Pakistan Studies, together with Science, Humanities, Technical and other subject-group options. Punjab has also revised its SSC scheme; for example, Islamiyat is taught as a compulsory Grade 9 subject and Pakistan Studies as a compulsory Grade 10 subject under the revised scheme.
For this reason, ELWO will prepare each student according to the current syllabus and requirements of the board through which the learner intends to appear.
Pathway 2: Allama Iqbal Open University (AIOU)
Learners may also pursue a recognized Secondary School Certificate through Allama Iqbal Open University, subject to the University’s current admission requirements.
AIOU currently offers Matric General and Matric Science programmes through Open Distance Learning. The programmes have a duration of two years divided into four
semesters.
In the General Matric programme, AIOU currently requires 48 credit hours, while the Matric Science programme requires 45 credit hours. The University uses assignments and final examinations as part of its assessment system.
Because admission rules may be updated from semester to semester, ELWO will verify the latest AIOU prospectus and admission requirements before guiding a student for formal
admission.
ELWO’s Role
ELWO itself will provide education, preparation, assessment and academic guidance. Learners will study through our online educational system and Learning Management System (LMS), where they will receive:

- Academic guidance
- Preparation for Grade 9 and Grade 10 subjects
- Guidance regarding registration, admission and examination procedures
Students entering at lower educational levels will first be assessed and placed at an appropriate stage—from basic literacy, Nursery, Prep or Primary level through Grade 8. Once they acquire the required knowledge and academic skills, they will be prepared for entry into the Matric pathway most suitable for them.
Two Recognized Progression Routes
After becoming ready for secondary education, an ELWO learner may choose:
BISE / Board Route
Preparation for Grades 9 and 10 according to the syllabus and rules of the relevant provincial or regional educational board.|
AIOU Route
Preparation and academic support for AIOU’s Secondary School Certificate programme through its semester-based Open Distance Learning system.
Formal registration, admission, examinations and certification in either pathway will remain the responsibility of the relevant Board of Intermediate and Secondary Education or Allama Iqbal Open University, while ELWO will provide educational preparation, guidance and support.
Future Progression
At present, ELWO’s primary objective is to establish a strong educational pathway from basic literacy to Matric level. Once this first phase is fully established, the programme will gradually expand to Intermediate, followed by BS and other higher levels of education.
